NEIGHBORDHOOD REVITALIZATION PROGRAM (NRP)
City of Fort Scott program for properties within the contiguous city limits. Property owners who make improvements for their property that result in a valuation of at least 15% are eligible for a tax rebate on the increase in property taxes resulting form the improvements.

  • Residential Rebates
    Residential properties are eligible for a 100%, five (5) year rebate on the portion of taxes generated as a result of the improvement if the improvements result in a minimum threshold of a 15% increase in appraised value. Five (5) percent of the rebate is to remain in the Neighborhood Revitalization Fund to cover administrative costs. 
  • Commercial Rebates
    Commercial properties are eligible for a 100% ten (10) year rebate on the portion of taxes generated as a result of the improvement if the improvements result in the minimum threshold of a 15% increase in appraised value. Five percent (5%) of the rebate is to remain in the Neighborhood Revitalization Fund to cover administrative costs. 
  • Historic Rebates
    Renovation of any property within a Historic District on the National Historical Register will be eligible for a 100%, fifteen (15) year rebate on the portion of taxes generated as a result of the improvement if the improvements result in the minimum threshold of a 15% increase in appraised value. Five percent (5%) of the rebate is to remain in the Neighborhood Revitalization Fund to cover administrative costs. 

REVOLVING LOAN FUND
The purpose of the City of Fort Scott Revolving Loan Fund is to encourage business development and job growth by offering gap financing at low cost to businesses.

  1. As a lifelong resident of Fort Scott, it is a pleasure to work for this beautiful city and to help build a brighter future for the town I love by working side by side with the staff of the City of Fort Scott and its citizens. Communication is key to our success, and I will do my best to let the citizens know of any changes or happenings that are going on in their city. Progress is happening in Fort Scott, and it is a mission statement of mine to make sure we continue to go in a positive direction and fix the negatives. We will have a plan working towards the goals that are set for us by the commission. In our motto #togetherwecan, it is true no one person can do as much as group of people, so that is why we look towards the citizens of Fort Scott to help us grow.”

    Matkin came to the City of Fort Scott as the Director of Human Resources in August of 2021, before being promoted to City Manager in March of 2023. Matkin has over 25 years of business management experience in the private sector working for such companies as Ward Kraft, Peerless, and Carlisle.

    Brad Matkin is a graduate of Fort Scott High School graduating with the Class of ’88, also attending Fort Scott Community College, Missouri Southern State College, and Pittsburg State University capturing a Master’s in Business Administration with an emphasis on Human Resources. 

    Matkin is a husband, father of three, and a papa to two wonderful grandsons.
